You just need to install one of the versions. 8.3, 8.4 or 9.0 will all work equally well. If you have a 64 bit machine, get 9.0-x64 will work a little better. But otherwise the differences are minimal.

I installed properly postgre 9.2.4.There is now in the list of service!
But I open pt3 and there is again the problem before...

(I continued with the first message that was shown...
Now I have a problem with another window that's opened and says about "Configure PostgreSQL database"
The boxes that there are are written with some clues.Name, database, server, user, port and password(I didn't write anything at all these boxes).

I click create and connect and shows a window that says "Unable to connect to PostgreSQL database.Reason:Unable to log in to database.Reason:FATAL:password authentication failed for user "Postgres" )
This problem again!

PostgreSQL 9.2 is not supported as it is known to have problems which affect PokerTracker databases. The latest version that we support is v9.0.
However, if you have an existing database that you want to keep you will need to install the version which that database was created with so please bear that in mind.

If you installed PostgreSQL manually then you would have set the port and password during the installation, so you will need to use the information you set. (The installation guides that kraada linked you to go through the install step by step.)
Is the PostgreSQL service shown as started in the services list? If not, can you start it?
