Can't Login to PT3 DB

Unable to begin feeder import process. Reason: Unable to login to database (PT3 DB). Reason: could not connect to server: Connection refused (0x0000274D/10061) Is the server running on host "localhost" and accepting TCP/IP connections on port 5432?

Any ideas? I look under task manager and I don't see postgreSQL running, I click on start service and still not running. I click all those possible postgreSQL related .exe icons but even those ones say I can't login due to "connections on port 5432?" I have no idea why it did this all of a sudden.

hey actually i looked at the other threads and deleted the .pid file or whatever and now it's working fine so far. Thanks for your help (even if it was directed towards other people in a different thread) :)
