Problem Uninstaling/Installing PostgreSQL

So I recently purchased PT3 after using up my trial last summer, but when i tried to reinstall PT3 and PostgreSQL I got the following error.

net1.exe - Entry Point Not Found

Error Message: "The procedure entry point could not be located in the dynamic link library msvcrt.dll."

Any helps :(
