8.2.7 Intall error: Failed to set permissions

I am installing 8.2.7 (since 8.3 isn't working for me) on a new machine with Vista. I have turned off Windows defender firewalls. I am getting the error: "Failed to set permissions on the installed files" near the end of the intallation. Any ideas how to solve this? I checked out the installation FAQs and searched the forums but have come up with nothing helpful.

Try disabling 'User Account Control' then installing PostgreSQL 8.2.7
