PT3 is only for Hold'em only right now. I don't have a time frame on Omaha support for PT3, but it won't be any time soon.

I don't know why it won't run for you. Try downloading and reinstalling the 1.30 full version, then install the 1.13.00i patch again.
Even so, you need to make sure you are running PTO as administrator as described in the Vista instructions at the top of the download page.
